However, how is the smart city built? How to develop? Recently, experts conducted an in-depth discussion on the 2015 China Information Huimin Pilot City Experience Exchange Meeting held in Benxi City, Liaoning Province.
Building a smart city in three ways
Smart cities are new forms of cities in the information age. They are widely used in the planning, service and management of cities to achieve a high quality of life for citizens. At the beginning of construction, in order to solve the funding problem, Benxi City and Shenzhou Digital established a joint venture company - Benxi Smart Mountain Water Co., Ltd., the government and enterprises accounted for 37. The joint venture company cooperated with the rural commercial bank of Benxi City to obtain part of the bank's loan by means of resource exchange, and together with the start-up funds of both parties, the project construction has financial guarantee. The joint venture company also played a major role in operation and maintenance. Digital China sent more than 60 technicians to the joint venture company to ensure the normal operation and maintenance of the complete system and gradually increase the service content.
Nowadays, the construction of smart city in Benxi has begun to show its effectiveness. In the big data bureau just set up in Benxi, you can see a set of urban operation management flat decision-making system, which can clearly understand the dynamic data of infrastructure, traffic, public safety, environmental pollution, tourism, public opinion, population distribution, etc. in real time. It can also monitor the pollution of waste water and waste gas in real time. Due to its outstanding achievements in the construction of smart cities, Benxi became the only city in the Northeast to receive the national 30 million special support funds.
Innovation drives the protection of information to the people
Benxi's smart city practice can be summarized as the “urban virtual image†of cyberspace with the help of modern information technology. Based on the virtual image of the city, the public information service platform for citizens, government and enterprises can be built. . The concept of a smart city has only been proposed for five years.
In 2010, IBM formally proposed the vision of “smart cityâ€. They believe that the city consists of six core systems of different types of networks, infrastructure and environment that are related to the city's main functions: organization (person), business/government, transportation. , communications, water and energy. These systems are not fragmented, but are connected to each other in a collaborative manner. The city itself is a macro system composed of these systems.

To make the ideal shine into reality, more realistic paths like the “Benxi model†are needed.
