Rising electricity prices remain at a loss for the year or increase again

The power shortage in the summer forced the government to finally raise the prices of industrial and commercial electricity, trying to ease the use of electric power from the demand side.

The National Development and Reform Commission decided that since June 1st, the prices of electricity for industry, commerce and agriculture in 15 provinces and cities have been raised by 1.67 cents per kilowatt-hour on average, but the price of electricity for residents has not changed.

"According to industry professionals, this time raising the price of electricity will increase the total income of the power companies by about 18 billion yuan, slightly reducing the pressure on power companies to lose money. However, for the entire power generation industry, it will bring 18 billion yuan to 1.67 points. The rate of increase is still a drop in salary. This year, it is still quite difficult to meet the peak summer. According to the cost of coal price increase, the price still has a spread of about 78 cents to be compensated. The government is expected to increase this year on a large scale. Electricity prices." A high-level power generation group told the "China Times" reporter.

Increase revenue by 18 billion still lose

According to the National Development and Reform Commission, the price of industrial and commercial electricity and agricultural electricity in the 15 provinces and cities was raised by 1.67 cents per kilowatt-hour in order to ease the shortage of electricity supply in some areas and restrain the development of high-energy-consuming industries, in which the price of electricity for residents remained unchanged. Therefore, the current tariff adjustment will not directly affect the general price level (CPI), and the indirect impact is very limited.

The 15 provinces and cities involved in this tariff adjustment include Shanxi, Qinghai, Gansu, Jiangxi, Hainan, Shaanxi, Shandong, Hunan, Chongqing, Anhui, Henan, Hubei, Sichuan, Hebei, and Guizhou. Among them, the Shanxi Province's sales price rose the most, with 2.4 points per kilowatt-hour increase, Sichuan Province, only 0.4 points per kilowatt-hour increase, the minimum adjustment.

According to reports from the power system, according to their calculations, the electricity price adjustment brought about by the electricity company is approximately 18 billion yuan.

"Although, for a power generation system with a high loss due to high coal prices, this increase is still a drop in the bucket. The price of electricity is calculated based on the increase in coal prices, and the resulting spread is still seven or eight points."

On the evening of June 1, power generation listed companies such as Changjiang Power (7.42, 0.02, 0.27%) and Guodian Power (3.02, 0.02, 0.67%) announced specific adjustment plans and their impact on the company's operating performance.

Among them, Hubei Energy announced that after its three companies, including Gedian Power Generation Co., Ltd., raised their tariffs, it is expected to increase the company’s 2011 operating income by 143 million yuan, which can compensate the thermal power company's partial cost increase due to the increase in thermal coal prices to a certain extent; Zeze Electric (5.56, 0.51, 10.10%) announced on the same day that four companies, including the Zeze Power Generation subsidiary, raised the tariff. After the increase in electricity prices, the company will increase revenue by about RMB 21 million in 2011. Five companies including Changyuan Power (5.83, 0.07, 1.22%), Guodian Changyuan Jingmen Power Generation Co., Ltd. and other companies have also raised their electricity prices. According to their calculations, the current price adjustment is expected to increase the company’s 2011 operating revenue by approximately RMB 280 million.

However, Changyuan Power stated that due to the current increase in the price of thermal coal by approximately 7.8% from the end of 2010, it is expected that the company’s fuel cost expenditure will be approximately 210 million yuan in the first half of this year. Therefore, the adjustment of the price still cannot alleviate the contradiction between coal and electricity. The pressure comes.

Give coal prices rise

According to the estimation of the power system, due to the small adjustment rate of this round of tariff adjustments, it will be very difficult to achieve summer peaks this year. It is expected that the government will also conduct a tariff adjustment.

For this price adjustment, an executive of the power generation system told reporters that the on-grid tariff was raised by 2 cents/degree, which was equivalent to alleviating the cost pressure from local power companies to the factory's coal price of about RMB 60/ton. However, it is estimated that as soon as the price of coal rises by another 40 yuan per ton, this time the price adjustment will be offset by the cost of coal.

“But the current supply and demand of coal is very tight, for which the government is trying to use policies to ease the rise in coal prices and try to protect the coal supply. Although the tariff adjustment is very small for the power system, it is bound to immediately bring coal companies. The price increase will help ease the supply of coal.” A person in charge of the power generation group stated that the greatest benefit of the current tariff adjustment is not to solve the power loss problem, but rather to ease the pressure on the coal supply, thereby alleviating the Power Supply shortage to some extent.

For the current power supply and demand situation, the State Grid Corporation of China believes that it is still "very nervous."

Shuai Junqing, deputy general manager of the State Grid, believes that 2011 is the most intense year for power supply and demand in recent years. This situation is difficult to change in the short term. It is expected that during the summer peak season, there will be a serious shortage of electricity in some areas within the company's operating area. According to the preliminary forecast, if the coal supply remains current, the incoming water is at a normal level, and there will be no abnormally high-temperature weather, the company's operating area power gap will reach about 30 million kilowatts. If the contradiction between the supply and demand of thermal coal is further aggravated, and the incoming water is relatively dry, and the abnormally hot weather continues to occur, the company's operating area power gap will reach about 40 million kilowatts. The power gaps in North China, East China and Central China Power Grids will reach 8 million, 20 million and 12 million kilowatts, respectively.

On June 1, the National Development and Reform Commission and the Ministry of Finance issued the Interim Measures for the Administration of National Coal Contingency Reserves. According to the Measures, the central government entrusts coal and electricity companies to establish at important coal distribution centers, consumer sites, and key transport hubs and other reserve points. Coal reserves are used to cope with major natural disasters, emergencies, etc., resulting in coal supply interruptions or severe shortages, and the central government uniformly calls coal reserves.

According to the emergency plan, the pilot companies were required to complete physical reserves by the end of May in order to cope with peak summer electricity consumption.

“As the rise in coal prices is bound to quickly eat up the benefits of this increase in electricity prices to power generation companies, according to previous experience, it is expected that the government will again raise the price of electricity.” Power system forecast.

High-energy-consuming industries will be contained

For the power system, although the current tariff adjustment is not in place, it is still of great significance to ease the growth of electricity demand on the demand side.

The relevant person in charge of the National Development and Reform Commission said on June 1 that the problem of tight supply of coal, electricity and oil in some regions was due to the irrational economic structure, extensive growth mode, and excessive dependence on energy and resource consumption.

According to industry statistics, the electricity consumption for the first four months has maintained a relatively rapid growth. The power generation volume has increased by 12.6% year-on-year in the first four months; the entire society has increased electricity consumption by 12.4%, of which industrial electricity consumption has increased by 12%.

According to the analysis of the National Development and Reform Commission, the current tight supply and demand situation of coal-electricity oil in some localities is caused by many factors, including rapid economic growth in some areas, especially the rapid growth of industrial production, and declines in coal imports, and the inflow of water. the reason. In the first four months of this year, the added value of industrial enterprises above designated size increased by 14.2% year-on-year, with 21 provinces growing faster than the national average; and the growth rate of electricity consumption in 17 provinces exceeded the national average of 12.4%. The momentum of excessive development of some high-energy-consuming industries has not yet been effectively controlled. In the first four months, the growth rate of comprehensive energy consumption in the six high-energy-consuming industries was 0.4% higher than that of industrial-scale integrated energy consumption.

"The other major significance of this tariff adjustment is that it will exert a certain degree of restraining effect on high-energy-consuming electricity, thereby relieving the use of electric power from the demand side."
