Japan has become one of the important overseas markets for LED in China. However, the Japanese market is not as good as the Chinese companies imagined. LED lighting products should be exported to Japan. The standard is another threshold after the well-known LED patents. On July 1, 2011, the Ministry of Economy, Trade and Industry of Japan promulgated the "Decree on Amending the Part of the Implementation Regulations of the Electrical Appliances Safety Law." According to the decree, the
LED bulbs that were sold in the Japanese market began on July 1, 2012.
LED Lamps must be affixed with a round PSE logo. Based on this technical trade barrier, this paper gives the applicable scope of the controlled LED bulbs and LED lamps, the test basis and the main contents of the standards, and gives the countermeasures to provide guidance for the export of domestic LED bulbs and LED lamps to Japan. .
First, PSE introduction
PSE English is called Product Safety of Electrical Appliance & Materials, which is called "fitness check" in Japan. It is a mandatory market access system for Japanese electrical appliances. Japan's "Electrical Supplies Safety Law" divides electrical appliances into "specific electrical appliances" and "non-specific electrical appliances". Products belonging to the "Special Electrical Appliances" catalog must be certified by a third-party certification body authorized by the Ministry of Economy, Trade and Industry. , obtain the certification certificate, and add the diamond PSE mark to allow circulation in the Japanese market (in the country, usually called diamond PSE certification); and the products belonging to the "non-specific electrical appliances" catalogue, before the sale in the Japanese market, must pass Self-test and self-declaration, confirmed to comply with the Japanese electrical equipment technical standards, and after the round PSE mark, can be circulated in the Japanese market (in the country, usually called round PSE certification).
Second, the main lighting products included in the scope of control
A total of 457 products have been included in the Control of Electrical Appliances Safety Law. Among them, there are 116 categories of “Special Electrical Appliances†in 10 categories, and lighting products cover 15 categories in 3 categories (lamp holders and transformer towns in the category of wiring appliances). Ballasts in the large class of flow controllers, LED control devices in the DC power supply category); 341 kinds of 12 categories of "non-specific electrical appliances", lighting products and 27 types of 3 major categories (in the category of wiring appliances) Lamp guides, ballasts in the large class of transformer ballasts, light sources and light sources in the general category of mechanical appliances, including July 1, 2012 (July 1, 2012) Increased control products LED bulbs, LED lamps.
Third, the scope of application of LED bulbs, LED lamps
According to Article 9 of Schedule 2 of the “Electric Appliances Safety Law Enforcement Orderâ€, the following LED bulbs and LED lamps are subject to control (implemented on July 1, 2012): rated voltages of 100V to 300V, 50Hz, 60Hz, and rated power of 1W. And above, there is a metal bulb LED bulb; rated voltage 100V ~ 300V, 50Hz, 60Hz, rated power 1W and above LED lamps (except explosion-proof lamps); for clearer clear LED bulbs, LED lamps, the scope of application, The explanation on the scope of electrical appliances, etc. (implemented on April 2, 2012), the following supplements are given:
1.LED bulb
A general-purpose bulb LED lamp specified in JIS C 8156 (2011), and a bulb-shaped LED lamp similar to this. Namely: Standard JIS C 8156 is applicable to rated power below 60W, rated voltage is greater than 50V and less than or equal to 250V, using E-shape (including E11, E12/E15, E14/E20, E17/E20, E26/E25), B-shaped ( Self-ballasted
LED Lights for B22d) or GX53 bases are subject to regulation. If it is not within the scope of JIS C 8156 (2011), but it meets the following three conditions at the same time, it is also subject to control at this stage:
(1) The shape of the bulb is spherical;
(2) for general lighting in the home or similar occasions;
(3) The lamp holder conforms to JIS C 7709;
The following are not regulated by LED bulbs:
(1) DC power supply, and there is no AC/DC conversion circuit inside;
(2) The shape of the lamp is elongated or ring-shaped (cause: non-spherical);
(3) E39 lamp holder (cause: the lamp holder is not used in home or similar places);
(4) The lamp cap is a fitting (plug) type (cause: the lamp cap does not comply with the provisions of JIS C 7709);
(5) The rated power is less than 1 watt (cause: not in the power range specified by the implementation order);
(6) Christmas tree lights, classified as "decorative lamps", are not within the control range of LED bulbs.
2. The following are not the regulatory objects of LED lamps
(1) Products that are not parts of general electrical appliances and that are not connected to them (other than the first paragraph of Article 2 of the Law);
(2) Connecting parts that are easily removed. ("Explanation on the range of electrical appliances, etc.", the AC/DC converter used in LED lamps, the LED control device in the "DC power supply device", the directory range of the diamond PSE; the LED module matched by the LED control device (light source) Part)), it is used in non-AC circuits, not subject to regulation);
(3) Products that have been included in the control object (such as table lamps, advertising lights, etc.), even if it uses LED light sources, it is still in the table lamp, advertising lights, and not within the control range of LED lamps;
(4) Although it is a product within the control object, it cannot be sold due to its violation of technical standards (such as an appliance equipped with an E27 lamp holder, which violates the First Schedule (2), etc.).
Fourth, the test basis of LED bulbs, LED lamps
For the LED bulbs and LED lamps that are included in the control, the safety and electromagnetic compatibility standards based on the round PSE test are shown in Table 1. As can be seen from Table 1, it has only one provincial order (Japanese standard for all Japanese), and two provincial coordination standards. Not yet introduced, so the IEC standards related to LEDs are not covered by the Electrical Appliances Safety Law. Starting from July 1, 2012, the most feasible and cost-effective method is to manufacture LED bulbs and LED lamps based on the technical standards of the Japanese Provincial Order.
The competition with Japanese local lighting companies has made the Chinese LED lighting companies that are crowding into the Japanese market physically and mentally exhausted. Together with the introduction of this latest government decree, it has undoubtedly added a “tightening spell†to the LED lighting products exported to the Japanese market. The one-page standard of the Japanese language is difficult to read and understand. It is even more difficult to understand and design according to the standard.
